El Servicio de Impuestos Nacionales (SIN) y el Ministerio de Economía y Finanzas han anunciado un proyecto normativo para que las empresas extranjeras que dan servicios en platafaromas online y en streaming, paguen impuestos. Las firmas que están en la mira tiene formatos como el de Netflix, Amazon Prime Video, por citar algunos ejemplos.
Para el experto en tecnología José Torres, citado por Los Tiempos, esta posibilidad es poco probable y más teniendo en cuenta que Bolivia no es considerado un gran mercado por estos gigantes del entretenimiento y que más bien, en el caso de que se de la ley, lo que ocurriría es que estas plataformas cancelen sus operaciones en el país.
Similar criterio es el que maneja el periodista digital Tonny López que considera que un servicio de cable tiene un paquete básico en Bolivia de ser 100 bolivianos y Netflix cobra 10 dólares por un servicio más rentable con la posibilidad de tener internet. «No les convendrá y pueden cerrar sus servidores para el lugar de Bolivia y eso va crear un tema de falta de servicio de ese sector, es un tema más complejo pero bajo la plataforma del internet”, dijo López a Urgente.Bo.
En Argentina quien ya vislumbró una normativa para que estas empresas comiencen a tributar, según indicó la Administración Federal de Ingresos Públicos (AFIP). En este caso, las tarjetas de crédito que se emplean para abonar el servicio actuarán como agentes de retención.
Para Mario Cazón, presidente de Impuestos en Bolivia, en caso de establecer una normativa en Bolivia, esta solo regirá a las extranjeras que ofrecen servicio, puesto que las compañías foráneas que venden bienes ya son reguladas por la Aduana Nacional.
Mientras que Martín Leguizamón, especialista en nuevas tecnologías recordó que este tipo de iniciativas se están aplicando en otras partes del mundo. «En Canadá y en ciertos estados de Estados Unidos, como Chicago, Minnesota y Pennsylvania, se abona un canon que varía entre el 6% y el 9%», afirmó al portal Infobae.
