El ministro de Gobierno, Carlos Romero, garantizó este domingo que el narcotraficante Pedro Montenegro será trasladado a Brasil para que rinda cuentas ante la justicia de ese país, donde es procesado por narcotráfico, desde 2015. Romero explicó que la misma se realizará en el marco del artículo 23 del Acuerdo sobre Extradición entre los Estados partes del Mercosur.
“Vamos a garantizar también que éste señor (Montenegro) sea trasladado a rendir cuentas ante la jurisdicción brasileña. Y eso lo hacemos al amparo de las potestades como Estado soberano que tenemos, en el marco de la Convención de Extradición de Mercosur”, afirmó.
Montenegro fue sentenciado el miércoles a 6 años de cárcel por los delitos de falsedad ideológica y uso de instrumento falsificado. La pena impuesta al ‘narco’ fue criticada por varios sectores de oposición, porque consideran que es para evitar su extradición. Incluso, el comandante de la Policía Boliviana, general Vladimir Calderón, lamentó la “pena ínfima” y aseguró que esa condena no justifica esfuerzos de tiempo y dinero que esa entidad asumió para capturar al sindicado.
Romero calificó de “vil mentira y patraña” la versión de los opositores y aseguró que Bolivia actuará en el marco del Acuerdo sobre Extradición entre los Estados partes del Mercosur, que establece que “Cuando la persona cuya extradición se solicita esté sujeta a proceso o cumpliendo una condena en el Estado Parte requerido por un delito diferente del que motiva la extradición, éste deberá igualmente resolver sobre la solicitud de extradición y notificar su decisión al Estado Parte requirente”.
Frente a los cuestionamientos, el Ministro dijo que no es aceptable pensar que el país, donde se cometió los delitos, libere a “quienes incurrieron en autoría intelectual y responsabilidad material de estos gravísimos delitos cometidos en el ámbito del narcotráfico junto al señor Montenegro”. Por eso adelantó que garantizarán que el ‘narco’ sea castigado con la máxima sanción por tráfico de drogas.
“Nosotros como querellantes en el proceso penal, vamos a garantizar que se castigue con el máximo rigor y la máxima sanción por narcotráfico y todas las otras cinco tipologías delictivas señaladas en el ordenamiento jurídico penal boliviano”, sostuvo.
Entre tanto, el fiscal Departamental de Santa Cruz, Mirael Salguero Palma, aseveró el jueves que el Ministerio Público no protege a Pedro Montenegro y anunció que pedirá la pena máxima de 25 años de cárcel en su contra por el delito de Tráfico de Sustancias Controladas.
Por su lado, el fiscal General del Estado, Juan Lanchipa, informó que una comisión de dos fiscales y un investigador viajarán a Europa, en específico a Bélgica, con el objetivo de recabar información sobre los envíos de droga que habría realizado Pedro Montenegro.
