El diputado opositor Amilcar Barral denunció que una sola empresa Sergut S.R.L. se adjudicó 26 proyectos para realizar mantenimiento de caminos en diferentes obras del Estado boliviano por Bs 1.500 millones.
“La empresa Sergut S.R.L. nos llama la atención a partir de 2011 y por siete años se ha adjudicado 26 obras millonarias por un valor de 1.500 millones de bolivianos, para realizar el mantenimiento de caminos ni siquiera construcción de carreteras”, declaró.
La modalidad de adjudicación fue por licitación pública y también invitación directa precisó el legislador, al observar que una sola compañía se adjudique tantas obras por un monto millonario.
Barral insistió que es mucha coincidencia que una sola empresa se haga cargo de 26 proyectos de mantenimiento es decir de refacción de carreteras.
El Ministerio de Obras Públicas detalló los 26 proyectos en una Petición de Informe Escrito (PIE) en el que acompañó los montos de los contratos y las modalidades.
“De acuerdo a la información remitida por la Administración Boliviana de Carreteras entre las gestiones 2010-2018, suscribió diferentes contratos de obra con la Empresa de Servicios de Maquinaria Pesada Gutiérrez S.R.L.-Sergut S.R.L.”, señala el informe.
Establece que los contratos se ejecutaron satisfactoriamente, en consecuencia, no existe ningún proceso judicial en contra de la empresa.
“Ni siquiera construyó hizo mantenimiento y reparación de caminos de ciertas rutas de ciertos tramos, este tiempo esta empresa ha ganado 1.500 millones de boliviano; ahí algo huele mal, ¿será que no hay otras empresas que hagan ese tipo de trabajos”, sostuvo Barral.
Barral anunció una Petición de Informe Oral dirigida al ministro de Obras Públicas, Oscar Coca, para que dé mayores detalles de los procesos de contratación, porque muchas de esas carreteras tienen problemas precisamente de mantenimiento.
