Según documentos a los que accedió ANF, los generales Rino Salazar y Abel de la Barra, excomandantes de la Policía Boliviana fueron acusados por la Fiscalía Policial y serán llevados a juicio disciplinario por presuntas irregularidades en designaciones y órdenes de destino.
“El Tribunal Disciplinario Departamental de La Paz, en mérito al requerimiento de la Fiscalía Departamental Policial del Beni y en sujeción al artículo 74 de la Ley 101, dicta auto de inicio de procesamiento contra los señores general René Rino Salazar Ballesteros, general Abel Galo de la Barra Cáceres, general René Martín Rojas”, refiere la acusación policial.
El general Salazar fungía como Comandante de la Policía en la gestión 2016. Ese año fue cuestionado por los operativos realizados contra los mineros cooperativistas en la localidad de Panduro, donde fue secuestrado y asesinado el entonces viceministro Rodolfo Illanes.
De la Barra ocupó el cargo de Comandante en la gestión 2017 y ese año estuvo enfrascado en denuncias vinculadas al ciudadano Antonio de la Fuente, a quien también demandó.
Los exjefes policiales son acusados por transgredir varias normas del de la Ley 101 (Ley del Régimen Disciplinario de la Policía Boliviana): Declarar o mantener en comisión de servicio o destinar al personal policial omitiendo el cumplimiento de las normas vigentes. Ordenar o inducir la ejecución de actos que constituyan faltas, para beneficio personal o de terceros. Dictar resoluciones contrarias a la Ley Orgánica y a la presente Ley 101.
Otros policías implicados
En este proceso también fueron procesados tres coroneles de la Policía (Julio César A., Ramiro P. V. y Lázaro R.) por encubrir las faltas graves que se tratarán en el juicio.
Además, 13 policías de distintos grados fueron convocados a declarar como testigos para el esclarecimiento de este hecho.
Este caso fue investigado en Beni en la gestión 2018 y remitido a la ciudad de La Paz. La instancia disciplinaria policial dio curso al inicio del procesamiento de los exjefes policiales.
El Tribunal Disciplinario programó el inicio del proceso para este jueves a horas 15.00 y todas las partes deben presentarse en dicha instancia.
Esta acusación se da un día después que el Gobierno pidiera al nuevo comandante de la Policía Boliviana, general Yuri Vladimir Calderón Mariscal, posicionado anoche, que sanee la institución, la cual está afectada por varios hechos de corrupción y otras irregularidades.
