El Viceministerio de Educación Superior busca soluciones para los estudiantes de Medicina y Fisioterapia de la Universidad Nacional del Oriente (UNO) en Tarija. Esa institución privada fue multada económicamente y ya no podrá abrir ni regularizar esas dos carreras, pues matriculó a los estudiantes sin tener autorización de esa cartera de Estado.
Resolución
La Resolución Ministerial 0936/2016 en su artículo 4 dice: “se desestima la solicitud de apertura y funcionamiento de las carreras de: Medicina, Bioquímica y Farmacia, por no cumplir con las condiciones de equipamiento adecuado conforme establece Reglamento General de Universidades Privadas aprobado mediante Decreto Supremo 1433 de 12 de diciembre de 2012”.
Las autoridades de la UNO, aún con el conocimiento de ese documento ofertaron y matricularon a estudiantes desde el año 2018. Al tomar conocimiento de esa situación irregular y por denuncias recibidas, el Viceministerio de Educación Superior realizó inspecciones y emitió una resolución sancionatoria.
Sanción
La Resolución Administrativa 0226/2019 del 2 de abril de 2019 en su artículo 1 resolvió aplicar una multa de 100.000 bolivianos por abrir esas dos carreras sin autorización del Ministerio. El plazo para cumplir con ello era diez días hábiles computables a partir de su notificación.
Por otro lado, indica que “se anulará de manera definitiva la matrícula de los estudiantes inscritos en las carreras de Medicina y Fisioterapia y Kinesiología en la Subsede Académica de la ciudad de Tarija, por no contar con la autorización de apertura y funcionamiento por parte del Ministerio de Educación”.
En otro punto, establece que “se anulará la solicitud de apertura o regularización de funcionamiento de las carreras de nivel licenciatura de: Medicina y Fisioterapia y Kinesiología en la subsede académica Tarija”.
Desde el área de Comunicación y Marketing de la UNO, indicaron a El País que hasta el 9 de abril no conocían dicha resolución sancionatoria. En ese sentido, se volvió a solicitar una entrevista sobre este tema el 12 del mismo mes, pero no hubo una respuesta.
En ese sentido, recomendó a los estudiantes no cancelar ni un solo boliviano a la UNO hasta que el Viceministerio emita una solución para ellos. Al mismo tiempo, aclaró que la sanción para la universidad no se levantará. Se estima que los afectados son entre 400 y 500.
Al margen de ello, el Viceministro tomó conocimiento que la UNO también abrió sedesen otras localidades, en el trópico de Cochabamba y Yacuiba. Por eso ya se inició una investigación minuciosa.
En una anterior entrevista, la rectora nacional de la UNO, Rosa Ángela Gallardo, admitió que solo tienen autorización para tres carreras, pero según su interpretación, el Ministerio de Educación no les rechazó o negó que abran Medicina, solo les hizo observaciones para que acondicionen la infraestructura y el equipamiento para la formación de los estudiantes.
